You can still do the update for free (it is somewhat hidden), if you have a valid Win7 system. I have successfully updated all computers (> 5) to Win10 for some time now.
Win7 has been obsolete for quite some time now, causing problems with different versions of RTL-SDR programs. I don’t think you should expect another version of ExtIO_RTL2832.dll for Win7.
